The main objective of the size-up at a working structure fire is to quickly assess conditions, identify hazards, and determine whether occupants are likely to be inside so that incident command can decide what resources are needed and what strategy to pursue. This means looking at where the fire is, how fast it’s spreading, and what the smoke, heat, and visibility suggest about the fire’s behavior; evaluating the building’s construction and potential for collapse or dangerous conditions; considering whether occupants might still be inside and where they might be located; and assessing access, egress, exposures, and water supply. With this information, responders choose an approach that prioritizes life safety and rescue if occupants are likely inside, or shifts to defensive tactics to protect firefighters and surrounding exposures if conditions are too unsafe.

Color of hoses, building cost, and delaying decisions until after extinction don’t align with the purpose of size-up. Hose color isn’t a tactical decision, building cost isn’t relevant to immediate fire control, and waiting to act until after the fire is under control ignores the changing and immediate risks on the scene.
